Internal Audit Shared Service Centre Hits the Ignition – Pilot Goes Live in February

After a series of intense training, process reengineering, and IT improvements, the pilot for the Internal Audit Shared Service Centre (IA SSC) is set commence on February 1, 2021 as part of the introduction of Shared Corporate Services in the public sector.

Shared Corporate Services Jamaica (SCSJ) will be the hub for the services to be provided through a shared arrangement and is being established by the Transformation Implementation Unit (TIU) with support from global consulting firm, EY Limited. The introduction of Shared Corporate Services was proposed in the 2011 Master Rationalisation Plan as a means of streamlining processes across the public sector for greater efficiency in internal audit; human resource management; finance and accounts; procurement; asset management; public relations and communications; and information and communication technology.

The Centre will bring a modernised focus to the audit process by utilising technology (TeamMate+), service level agreements and a rich pool of audit experts as drivers of its operations. For the duration of the pilot, the Centre will focus on providing core assurance services but will expand over time in accordance with the Internal Audit International. Specifically, the Centre will provide standard risk based IA planning; plan and execute IA engagement; follow up and close audits; and undertake consulting and special reviews.

With guidance from the Internal Audit Directorate (IAD), five ministries have been selected for the pilot – Ministry of Finance and the Public Service, Ministry of Transport and Mining, Ministry of Tourism, Ministry of Agriculture and Fisheries, and the Office of the Prime Minister/Office of the Cabinet. The Centre has been staffed by persons in the pilot ministries who applied to be assigned to the project.
The pilot for internal audit shared services should run for approximately twelve months at the SCSJ located at 6 Saxthorpe Avenue in Kingston.
