We appreciate that you want to see a more technologically-driven public sector and we agree that better digital tools are needed to improve service delivery in the Government of Jamaica (GOJ). Under our Public Sector Transformation Programme, we have established the Public Sector Efficiency and ICT pillar that focuses on improving communication infrastructure across the GOJ. To execute all our projects, we partner with public and private sector entities. Two very important ICT projects set to come on stream are GovNet and the upgrade of the data centre. The Ministry of Science, Energy and Technology is also rolling out some exciting projects to assist the digital transformation of government and enable wider access to the Internet for ordinary Jamaicans.

TeamMate+ is the technology behind Internal Audit Shared Services. Internal Audit Units are using a version of TeamMate. The software enables organisations to do things like identify risks and create assessment reports, schedule projects and allocate resources, capture time and expenses, track audits and issues, and create and manage audits via an advanced electronic working papers database.

I embrace your comment that ‘staff must have access to technology and equipment to enable them to be innovative and comfortable with technology-driven service delivery’. However, Government often lacks the financial and human resource capabilities to quickly and efficiently develop digital tools that can support people. I suggest that the Government consider building partnerships with private technology companies, national and international organizations etc…. to soften the impact of any crisis. This COVID19 crisis has really put public services under much stress and has brought new needs for digital government services and more demand on existing services.

We are happy that you are supportive of public sector transformation and we are already seeing the impact on public sector operations though we cannot disagree that it Jamaica has been undertaking reform and modernisation for quite a while. Under the current programme, we have established an HRM Transformation pillar that focuses on the development and management of human resources in the public sector. There is also the Compensation Management pillar that seeks to incentivise performance and attract and retain high-performing employees. You can find out more about the projects to transform the public sector by reading the information on these pages on our website: https://publicsectortransformation.gov.jm/projects/

Thank you for your interest in having your entity included in the roll out of HR Shared Services. The project is being rolled out on a phased basis, with the first set of MDAs scheduled to go live this year. I would encourage you to formally register your interest (an email or letter from the CEO or Head of HR) and we will take it from there.
